Production exception/deferment queue

From each well's expected rate (decline/type curve) and actual produced rate (plus downtime days and months-since-workover), flag underperformers and downtime against the thresholds, rank the exceptions by severity, draft the field action for each (with human approval required before dispatch), and produce a cited production exception queue that ties each ranked action back to the rate variance.
